Turning paper and Excel into a government-scale platform
Keymate is the enterprise platform Gelir İdaresi Başkanlığı (Turkey's Revenue Administration) uses to manage employee inventory and operational processes. I designed it end to end in six months.
- Role
- Product designer, end to end
- Client
- Gelir İdaresi Başkanlığı
- Length
- 6 months
What I did
- Designed the platform end to end in six months
- Turned dense briefs and technical documents into structured wireframes
- Created a business glossary that made the term-heavy briefs easier to understand
- Designed on the Ant Design system with the engineering team, to make the most of a very tight deadline
- Documented decisions, edge cases and role-based workflows
The challenge
Work ran on Excel files and paper, and the project scope was large, dense and read differently by every team. The briefs were full of domain and technical terms, which made them hard to understand. The platform had to cover complex role hierarchies, asset assignment, approval chains and reporting without becoming hard to use.
Approach and design decisions
One shared reading of the brief
I used AI to distil dense briefs and technical documents into structured wireframes, so every stakeholder could see the same system logic before any UI was drawn.
Task-oriented information architecture
I turned a deep, multi-layered structure into a modular, task-oriented interface: identity, authorization, governance, observability and integrations, each a few steps away. Bulk actions such as importing, syncing and exporting groups sit one menu away from the list they act on.

Built on Ant Design, with engineering
To fit the timeline I designed on top of the Ant Design component library together with the engineering team, which sped up both design and development. Long set-ups became stepped wizards that end on a review page before anything is saved.

Edge cases on paper, not in production
Design decisions, edge cases and role-based workflows were documented in detail, so teams stayed aligned and the platform stays maintainable. Detail views carry the audit trail: permissions with their policies, and sessions with authentication, device and traceability data.

The outcome
A centralised, traceable, role-based system replaced fragmented Excel and paper workflows, designed end to end within six months.
